Dựa theo quyển tiểu thuyết được phát hành năm 2007 của David Ignatius, bộ phim xoay quanh nhân vật Roger Ferris, viên mật vụ CIA đã phát hiện ra tung tích của tên trùm đứng đằng sau một tổ chức khủng bố được liệt vào hạng cực kì nguy hiểm đã bành trướng thế lực ra khỏi Jordan.

Khi Ferris đề ra kế hoạch để thâm nhập vào mạng lưới của tay trùm nọ, trước tiên, anh cần phải nhận được sự giúp đỡ từ người đứng đầu xảo quyệt của tổ chức mật vụ CIA tại Jordan là Ed Hoffman và những đồng sự của ông ta. Dù đã trở thành cộng sự trên một chiến tuyến nhưng Ferris vẫn luôn hoài nghi về việc làm thế nào anh có thể đặt niềm tin vào những người bạn mới này…
